Legal sports betting is a step closer to becoming a reality in Kansas, after the state’s Senate passed Bill 283 by a vote of 23-15.

The Bill, which would legalise land-based and some forms of online sports wagering, will now progress to the state’s House of Representatives. If signed into law, the Bill will allow casinos already licensed by the Kansas Lottery Commission to offer on-premises sports betting and two online betting skins.

A 7.5% tax would be levied on land-based sports wagering, and 10% for online wagering.

The Bill doesn’t specify the cost of a license, so that will probably be left for the Kansas Lottery Commission to decide at a later date. The Commission would also oversee sports betting advertising in the state.

Kansas sporting venues would also be entitled to enter partnerships with licensed sports betting operators, who could set up retail outlets on-site. Licensees of motorsports or multi-sport facilities in Wyandotte County, with a minimum investment of $50m, would also be allowed to designate areas inside sports venues where patrons could use online betting services.

Regarding sports wagering compacts with federally-recognised Indian tribes in Kansas, the Bill would require the state Governor to “negotiate in good faith.”
